Retired Captain Ryan A. Burckhardt joined the REJIS Commission as the Chief Executive Officer in 2023. 

Retired Captain Ryan A. Burckhardt joined the REJIS Commission as the Chief Executive Officer in 2023.  He previously served 29 years as a law enforcement officer in local and state police agencies throughout the St. Louis Region and mid-Missouri.  He served five years on Active Duty in the military, along with several years of military reserve service.  Captain Burckhardt retired from the Missouri State Highway Patrol in 2023.

Captain Burckhardt’s law enforcement career began in 1994 when he joined the Bellefontaine Neighbors Police Department in North St. Louis County, Missouri.  He was later accepted into the Missouri State Highway Patrol in 1997 and served in numerous locations and capacities thereafter.  In 2018, Captain Burckhardt was appointed as Director for the Missouri Information Analysis Center (MIAC), which is the state Fusion Center that is operated under the Missouri State Highway Patrol.  While at the MIAC, he led teams involved in cyber intelligence, criminal intelligence, counterterrorism, anti-human trafficking operations, and school threat mitigation.  In 2021, Captain Burckhardt was appointed as the Commanding Officer for Troop C of the Missouri State Highway Patrol, which covers the St. Louis Region.  While at Troop C, he led approximately 300 employees who engaged in enforcement and investigative operations in 11 counties and St. Louis City.

Captain Burckhardt served on Active Duty in the United States Navy from 1989 through 1993.  During his service, he operated and repaired advanced computer-controlled weapons delivery systems on naval fighter jets.  Captain Burckhardt later joined the Naval Reserves, and was recalled to Active Duty for a year after September 11, 2001, in support of Operations Noble Eagle and Enduring Freedom.  During this time, he was tasked with providing anti-terrorism and force protection services for the National Geospatial Intelligence Agency.

Captain Burckhardt earned a Bachelor of Arts Degree in Criminal Justice from Lindenwood University in 2001, and earned a Master of Justice Administration degree from Norwich University in 2007.  In 2020, he earned a professional cybersecurity certificate after receiving 240 hours of training through the McKelvey School of Engineering at Washington University in St. Louis
