DAPS connects data to action; advancing public safety through evidence-based research, strategic grant management, and workforce development.

The REJIS DAPS program combines rigorous analysis with effective program administration. We help our partners secure vital resources, make smarter decisions, and build lasting capacity within their agencies. DAPS is made up of REJIS Crime Analysis Unit, the REJIS Research Center, grant writing/administration and internship opportunities.

Under Executive Order 25-03, Governor Mike Kehoe’s Safer Missouri initiative launched the Blue Shield Program. $10M in proposed FY2027 grant funding is proposed for Blue Shield Program communities (pending legislative approval).

Apply for designation before June 1, 2026

This is more than a designation.  It is an opportunity to modernize systems, strengthen communications, enhance analytics, and invest in mission-critical public safety equipment and technology.

For police leadership, this is a strategic planning moment. Agencies that organize documentation and align priorities early will be best positioned when funding opens. When funding becomes available, the prepared agencies will benefit most.

Grant applications are anticipated to open July 1, 2026

Blue Shield Form

Crime Analysis Unit

The REJIS Crime Analysis Unit collects, synthesizes, and interprets raw crime and incident data from a variety of sources to identify patterns, trends, and emerging issues across communities. Using advanced analytical tools and mapping technologies, we produce clear, accessible reports and visualizations that give law enforcement leadership and partner agencies timely, accurate information needed to deploy resources strategically and support investigations. Our analysts serve as trusted partners to decision makers at every level, turning complex data into clear direction.

 

Federal Grant Administration

DAPS oversees post-award administration for federal grant programs, ensuring full compliance, timely reporting, and responsible stewardship of public funds. Current federally funded initiatives include the Firearm Inquiry Statistics (FIST) Program  and the Body Worn Camera (BWC) Program.

REJIS Research Center

The REJIS Research Center within DAPS operates using rigorous applied research and capacity-building services. In collaboration with partner agencies, we conduct applied research studies such as workforce analyses, license plate reader placement assessments, and other operational evaluations and deliver findings in clear, accessible reports that help agency leadership make informed, evidence-based decisions.

Grant Writing

DAPS offers grant writing services to help partner agencies develop competitive funding proposals by identifying relevant opportunities, crafting compelling narratives, and aligning project goals with funder priorities, giving every application the strongest possible foundation for success.

Internship Programs

We are committed to cultivating future public safety and research professionals through hands-on internship opportunities in both crime analysis and grants administration. Interns gain real-world experience working alongside seasoned practitioners, contributing meaningfully to ongoing projects while building the skills and networks that will define their careers.
