Our Foundation

REJIS was established in 1974 as a joint venture between the City of St. Louis and St. Louis County as the first online information system returning stolen vehicle and vehicle registration information immediately to law enforcement officers. A commissioned study was published recommending the creation of one integrated criminal justice information system to serve the area’s 200 police departments, courts and corrections agencies. That regional criminal justice information system built the foundation for the present day REJIS. Today our developers, trainers, and client service professionals serve hundreds of agencies across four states from our state-of-the-art Data Center in St. Louis.

Key Milestones

1974
City of St. Louis and St. Louis County commissioned and published study recommending the creation of one, integrated criminal justice information system to serve the areas 200 police departments, courts and correction agencies. This was the foundation on which REJIS was built.
1977
The computerized regional arrest file becomes operational.
1978
REJIS wins first federally funded grant and REJIS provides first law enforcement computer training program for terminals.
1982
REJIS is selected by the U.S. Bureau of Statistics to conduct study on firearms and crime that is still active today. REJIS begins to provide services to agencies in Illinois.
1983
FBI Bulletin regarding REJIS.
1985
REJIS establishes the first electronic warrant transfer in Missouri from courts to law enforcement; REJIS establishes first online records validation program for records in REJIS.
1986
First production mobile terminal is operational in Missouri.
1989
REJIS establishes first AFIS (automatic fingerprint identification system) in Missouri.
1991
REJIS launches Hit Notification system.
1993
REJIS establishes first law enforcement interface with Division of Employment Security and establishes the first gang application for Missouri.
1994
Paperless warrants are created between courts and police departments.
1999
Discussion begins for the addition of agencies in Kansas City, Missouri.
2001
The Major Case Squad application is deployed, REJIS Operation Center (ROC) opens.
2002
REJIS establishes the first use of plain English in lieu of codes in hot files in Missouri.
2003
REJIS establishes the first regional basis for county jail records.
2004
Social Security death records index database is made available to REJIS clients.
2006
The ability to add photos to wanted records become available.
2007
REJIS opens our Tier II data center.
2008
REJIS provides services that allow violators to plead guilty and pay fines via the internet.
2011
REJIS expands services to Kansas, allows records to be electronically “packed” and REJIS begins to offer desktop support to agencies.
2014
Kansas City, Kansas is the first non-Missouri agency to adopt REJIS Court Management System. REJIS and St. Louis County reach an agreement to collaborate on CrimeMATRIX and CARE.
2016
Tech Refresh begins.
2019
REJIS launches Request for Proposals for Computer Aided Dispatch, Motorola Premier One Selected by our client agencies.
2021
REJIS Evidence Management is introduced, REJIS Computer Aided Dispatch (RCAD) goes live.
2023
Powerlink launched, REJIS announces collaboration with CARFAX for POLICE.
2024
Facial and Tattoo Recognition Launched, REJIS provides statewide electronic crash reporting for Missouri Department of Highway Safety-MUCR 2024.
2025
Data Analytics for RCAD is announced.

The REJIS Executive Team oversees our organization’s daily operations, implementation of strategic imperatives, client service and growth initiatives.

REJIS is led by a seven-member board appointed by the City of St. Louis and St. Louis County. Our commissioners are responsible for driving the overall policy and direction of our organization.
